The Indian Government’s Vehicle Scrappage Policy has\u00a0been initiated\u00a0to\u00a0get rid of\u00a0old and damaged vehicles from the road and recycle them to make new and modern ones. The policy mainly aims to phase out damaged and unfit\u00a0vehicles\u00a0to reduce the country’s carbon footprint. Heavy commercial vehicles, other commercial vehicles, and private vehicles\u00a0will have to\u00a0be tested\u00a0at Automated Testing Solutions (ATSs). Commercial vehicles that are more than 15 years old and private vehicles that are more than 20 years of age are declared unfit by Automated Testing Solutions. These unfit vehicles are called End-of-Life (ELV) and\u00a0are required to\u00a0be scrapped.<\/p>\n

Delhi RTO rules and guidelines for vehicle scrapping:<\/strong><\/h3>\n

  1. The owner first needs to write a letter and send it to the concerned RTO\u00a0so as to\u00a0notify them about scrapping the car.<\/li>\n
  2. Then the owner must submit an affidavit to prove that the\u00a0said vehicle does not have\u00a0a bank loan, insurance claims, traffic challans, pending court cases, or thefts.<\/li>\n
  3. The owner needs to submit the original documents of the car\u00a0and\u00a0the VIN plate will be cut out after\u00a0car scrapping.<\/li>\n
  4. The RTO will demand a confirmation document stating the full address of the scrap facility place with valid\u00a0pictures of the vehicle.<\/li>\n<\/ol>\n

    Steps for getting your old vehicles deregistered:<\/strong><\/h3>\n

    1. The\u00a0owner of the vehicle\u00a0needs to inform the concerned RTO about scrapping it.<\/li>\n
    2. The owner\u00a0needs to\u00a0submit the Registration Certificate\u00a0along with\u00a0the chassis number plate of the scrap vehicle.<\/li>\n
    3. The next step is submitting an affidavit claiming the said vehicle is not under any pending court cases, loans, or insurance claims. Along with the affidavit, a deregistration application has to\u00a0be sent.<\/li>\n
    4. The RTO officials will then verify all these documents submitted by the scrapped car owner and request diligence reports from the National Crime Records Bureau and the traffic police.<\/li>\n
